Basically a frequency following response, FFR, means that if the audio stimulus is 40Hz the brain's EEG will begin to show a preponderance of 40Hz brain waves. Binaural beats were discovered by a researcher in 1839. Frequencies that are below the threshold of human perception can be heard as binaural beats by applying an audio stimulus of a frequency below 1000Hz in one ear and another, slightly lower audio stimulus in the other ear. The difference in the frequencies results in the perception of a binaural beat. Because our brain cannot hear ultra low frequency tones, for example, there was no way to elicit a FFR or frequency following response at the lower frequencies where our brains function at peak efficiency for certain tasks.
